Nearly 9,000 linear feet of sidewalk and curbing will be installed in areas where none exist or where deterioration dictates the need for replacement. At a 1 percent interest rate, with generous repayment terms? What if you learned that the deal was not publicly advertised or competitively bid? Or that this $50 million loan, for the purchase of private timberland by a private company, comes from a taxpayer-subsidized state program that is, by law, required to fund improvements to water and sewer plants?
